UK Local Authorities Plan to Sell Off Community Hubs and Leisure Facilities to Balance Books

According to a latest survey of municipal councils, English councils are planning to sell social clubs, sports centres, and retail spaces as they rely on a rapid disposal of assets to balance the books.

Increasing Fiscal Pressures Prompt Asset Sales

A coalition of councils for second-tier cities in England reported that 60% of local authorities are intending to sell assets to cover the escalating costs of adult and children’s social care.

Local governments have in the past faced criticism for selling public land and land to support their budgets, but they argue they must proceed to raise vital cash from property disposals or declare themselves bankrupt.

The group said that a significant number of authorities seeking to raise money from a fire sale of assets represented “a distinct shift from 2024, when the majority (six in ten) of local leaders said they would prioritise restructuring services and using financial reserves to weather increasing fiscal pressures.”

Detailed Cases of Planned Sales

Medway Council in Kent said its property management strategy featured the sale of a shopping centre in Rainham and a social club in Rochester to generate 20 million pounds over five years.

  • A local golf course and commercial properties held in two English counties, which all generate rent for the authority, will additionally be sold under the plan.

Local Levy Rises and Wider Financial Pressures

This research of local authorities in the key cities group, which includes Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of authorities will have to increase council taxes next April to address the rising cost of essential services, higher levels of homelessness, and a persistent housing shortage.

Medway council explained it will proceed with property disposals after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are adopting creative strategies but some of these require time to deliver both improved services and financial savings,” said a council leader.

He continued: “There are demographic pressures which will persist to add to the strains we have. As a local government body, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

National Patterns and Forecasts

Research of regional authorities this week also found council budgets being strained by the growing number of young people and older individuals needing special educational assistance.

A network of councils projected that local shortfalls will reach £4.4bn a year by the end of the decade, as they grapple to cope with increased demand.

Ministers have delayed planned reforms to the Send system until next year after a white paper setting out those changes was recently delayed.

Disadvantage and Funding Gaps

According to the most recent deprivation measures (IMD) for English councils, several participating urban areas were among the most deprived in England.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 nationally under the latest deprivation indices,” said the report.

“While only a single urban area is in the top 10 for disadvantaged communities countrywide, cities are far more likely to be in the worst-off 20% of the nation. The data highlights the extent of challenges confronting municipal officials across key cities in the next twelve months,” the analysis added.

“Council officials have been explicit about the need for a equitable and lasting financial structure that accounts for and addresses the real levels of deprivation and need,” stated a council leader.

“Lacking this, councils will persist to face difficult decisions around which essential services to allocate spend to, and which to cut, to the disadvantage of their residents.”

A fifth of local authorities have reduced or weakened care services in the past 12 months, the survey found.
